The rate for pre-enrollment facilitation is set by the Department, not negotiated,
and it differs by regional center. Pick yours, then check the hours against it. These are the
current figures, taken from the Rates Only workbooks effective 1 July 2026.
All twenty-one regional centers
Rates run from $50.00 to $57.40 an hour, a spread of $7.40. On a typical 40 hour 099
authorization that is $296.00, and across a caseload it is the difference between a catchment being
worth serving and not. The right-hand column is the older standalone schedule, shown because some
regional centers are still quoting it.

Old schedule
DDS publishes 099 twice, and the two do not agree. Each regional center’s Rates Only
workbook carries 099 in its department set rates section, updated 15 July 2026 and effective
1 July 2026. Separately, the Department Set Rates page still links a standalone Self-Directed
Support Services schedule effective 1 August 2022, which is lower at every one of the twenty-one
regional centers. The workbook is the later publication, so the main column here uses it, and the
older figure sits alongside so you can recognize it if a regional center quotes it back to you.

page and download your regional center’s Rates Only workbook, which is the
more recently updated of the two files DDS publishes per center.
Find the Department Set Rates section near the bottom and read the
Self-Directed Support Services line. That is the current 099 rate.
